“ดาว์พงษ์” สั่ง สพฐ.ส่งข้อสอบที่ใช้ในโรงเรียนให้ สทศ.วิเคราะห์เพื่อปรับปรุงออกข้อสอบของ สทศ. ไม่ให้ยากเกินไป ด้าน สทศ.เล็งเปิดข้อสอบพร้อมเฉลยหลังการสอบทุกครั้งคาดเริ่มปีการศึกษา 2559

วันนี้ (16 ก.พ.) พล.อ.ดาว์พงษ์ รัตนสุวรรณ  รมว.ศึกษาธิการ เปิดเผยภายหลังการตรวจเยี่ยมและมอบนโยบายให้แก่ผู้บริหารสถาบันทดสอบทางการศึกษาแห่งชาติ(สทศ.)ว่า สทศ.มีหน้าที่ในการประเมินผลการศึกษาของเด็ก ดังนั้นจึงอยากให้นำผลการประเมินมาใช้ในการพัฒนาและปรับปรุงระบบการศึกษาด้วย ซึ่ง สทศ.ได้มีการเตรียมการแล้วที่จะนำผลการสอบวิชาต่างๆ มาวิเคราะห์ และเปรียบเทียบ โดยแบ่งเป็นตามขนาดของโรงเรียน สังกัด จังหวัด และเขตพื้นที่การศึกษา เพื่อให้โรงเรียนได้ทราบว่าตัวเองจัดการเรียนการสอนในแต่ละวิชาอยู่ในระดับใด และจะได้นำผลการสอบไปพัฒนาคุณภาพการศึกษา นอกจากนี้ สทศ.จะเปิดเผยข้อสอบพร้อมเฉลยหลังการสอบทุกครั้ง และทุกการสอบ เช่น การทดสอบทางการศึกษาระดับชาติขั้นพื้นฐาน(โอเน็ต) หรือการสอบวัดความถนัดทั่วไป(แพต) และความถนัดทางวิชาการ/วิชาชีพ(แกต) เป็นต้น เพื่อให้เด็กได้ทราบคำตอบ พร้อมเหตุผลว่าคำตอบที่ถูกหรือผิดนั้นเป็นเพราะอะไร ทั้งนี้ สทศ.จะนำเรื่องดังกล่าวเสนอต่อที่ประชุมคณะกรรมการบริหาร สทศ. ในเดือนมีนาคมนี้ ซึ่งคาดว่าจะเริ่มดำเนินการได้ตั้งแต่ปีการศึกษา 2559 เป็นต้นไป 

พล.อ.ดาว์พงษ์ กล่าวต่อไปว่า นอกจากนี้ตนได้มอบให้สำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน (สพฐ.) นำตัวอย่างข้อสอบที่โรงเรียนต่างๆ ใช้สอบเด็ก เช่น ข้อสอบกลางภาค  และข้อสอบปลายภาค  เป็นต้น มาให้ สทศ.วิเคราะห์และบูรณาการในการออกข้อสอบของสทศ.ด้วย เพื่อให้ข้อสอบเป็นไปตามหลักสูตร ไม่ยากเกินไป และเป็นไปในทิศทางเดียวกัน  ขณะเดียวกันจะได้รู้ด้วยว่าครูผู้สอนสามารถออกข้อสอบได้ตรงกับหลักสูตรการเรียนการสอน และตัวชี้วัดในการวัดผลหรือไม่ อย่างไรก็ตาม สทศ.ยอมรับว่าข้อสอบยากจริง และรับปากว่าจะไปดูรายละเอียดของการออกข้อสอบว่า ที่ผ่านมาทำไมถึงยาก และเด็กถึงได้คะแนนต่ำ ทั้งที่ความจริงแล้วเด็กไทยไม่ใช่ว่าเป็นเด็กที่ไม่มีความรู้ ดังนั้น สทศ.จะไปทบทวนการออกข้อสอบ เพื่อให้ผลการสอบสะท้อนความจริงมากที่สุด.
