ประชุมอธิการบดีทุกองค์กรได้ข้อยุติร่วมกัน..วิธีคัดเลือกเข้ามหาวิทยาลัยระบบใหม่เริ่มใช้ปี 2561
เมื่อวันที่ 15 ธ.ค. นพ. ธีระเกียรติ เจริญเศรษฐศิลป์ รมช.ศึกษาธิการ. รักษาการ รมว.ศึกษาธิการ เปิดเผยภายหลังการประชุมหารือเรื่องการสอบคัดเลือกเข้ามหาวิทยาลัยระบบใหม่ ว่า ที่ประชุมอธิการบดีแห่งประเทศไทย (ทปอ.)ที่ประชุมอธิการบดีมหาวิทยาลัยราชภัฎ (ทปอ.มรภ.)และที่ประชุมอธิการบดีมหาวิทยาลัยเทคโนโลยีราชมงคล(ทปอ.มทร.) ได้มีมติร่วมกันในการจัดสอบคัดเลือกเข้าศึกษาต่อในมหาวิทยาลัยระบบใหม่ โดยมีวัตถุประสงค์การแก้ปัญหาที่ชัดเจนคือนักเรียนต้องอยู่ในห้องเรียนจนจบหลักสูตรม.ปลาย ลดภาระค่าใช้จ่ายของผู้ปกครอง นักเรียนต้องไม่วิ่งรอกสอบหลายครั้ง ขณะที่เด็กต้องสามารถเลือกสาขาที่ต้องการเรียน มีความถนัด และยังคงเปิดโอกาสให้สถาบันอุดมศึกษาสามารถเลือกนักเรียนได้ตามความต้องการด้วย
ศ.นพ.อุดม คชินทร ประธาน ทปอ. กล่าวว่า การคัดเลือกระบบใหม่จะมี 5 รอบ
1. รับตรงโดยใช้แฟ้มสะสมผลงานของนักเรียนโดยไม่มีการสอบ
2. ระบบโควต้าหรือรับตรง โดยใช้ข้อสอบกลาง จัดสอบช่วงเดือนมีนาคถึงเมษายน
3 ระบบเคลียริ่งเฮาส์ รอบแรก
4. เคลียริ่งเฮาส์รอบสอง และ
5. รับตรงอิสระ ที่มหาวิทยาลัยต่าง ๆสามารถดำเนินการได้เอง รวมทั้งมหาวิทยาลัย คณะ/สาขาต่างๆ สามารถเปิดสอบวิชาเฉพาะได้เอง
ทั้งนี้มหาวิทยาลัยที่เป็นสมาชิกของทปอ. จะร่วมดำเนินการคัดเลือกตามที่กำหนด
ส่วนกลุ่มมหาวิทยาลัยราชมงคล นั้นจะเข้าร่วมระบบการสอบคัดเลือกเข้ามหาวิทยาลัยระบบใหม่เฉพาะการรับตรงโดยใช้แฟ้มสะสมผลงานของนักเรียนโดยไม่มีการสอบ ระบบโควต้าหรือรับตรงโดยใช้ข้อสอบกลาง และ ระบบเคลียริ่งเฮาส์ รอบแรกเท่านั้น สำหรับกลุ่มมรภ. จะเข้าร่วมทุกระบบ ยกเว้นเคลียริ่งเฮาส์รอบสอง
สำหรับระยะเวลาในการจัดสอบนั้น ทางทปอ. ,ทปอ.มรภ. และทปอ.มทร. จะมีการหารือกรอบระยะเวลาที่เหมาะสมและประกาศให้นักเรียนได้ทราบล่วงหน้าก่อนรับสมัคร ซึ่งนักเรียนจะต้องรู้ข้อมูลต่างๆ ก่อนเดือนตุลาคม 2560
“การปรับเปลี่ยนครั้งนี้จะมีผลดีกับเด็ก ผู้ปกครองและมหาวิทยาลัย โดยเฉพาะการสมัครเข้าศึกษาต่อในสถาบันอุดมศึกษานั้น นักเรียนจะมีเพียง 1 สิทธ์ในการเข้าศึกษาเท่านั้น ซึ่งจะไม่เกิดปัญหาการกั๊กที่เรียนเหมือนที่ผ่านมา และที่สำคัญจะมีการออกเป็นประกาศของกระทรวงศึกษาธิการ เพื่อให้สถาบันอุดมศึกษาต้องดำเนินการตามแนวปฎิบัติที่ชัดเจน หากมหาวิทยาลัยไม่ดำเนินการ ทางศธ.ก็จะต้องมีมาตรการในกำกับดูแลต่อไป ทั้งนี้การคัดเลือกเด็กเข้าเรียนในระบบใหม่ จะเริ่มตั้งแต่ปีการศึกษา 2561 เป็นต้นไป ”ประธาน ทปอ. กล่าว
