‘คุรุสภา’เสนอร่างมาตรฐานวิชาชีพฉบับใหม่ให้อิสระมหา’ลัยผลิตครูไม่กำหนดจำนวนปี
เมื่อวันที่ 17 เมษายน นายไพฑูรย์ สินลารัตน์ ประธานคณะอนุกรรมการพัฒนาวิชาชีพครู ของสำนักงานเลขาธิการคุรุสภา เปิดเผยว่า ขณะนี้คณะอนุกรรมการฯ ได้จัดทำร่างกรอบมาตรฐานวิชาชีพครู ฉบับใหม่เรียบร้อยแล้ว และได้เสนอให้คณะกรรมการอิสระเพื่อการปฏิรูปการศึกษา (กอปศ.) ที่มีนพ.จรัส สุวรรณเวลา เป็นประธาน พิจารณาซึ่งทางกอปศ. ได้ตั้งคณะกรรมการอีกชุดหนึ่งขึ้นมา เพื่อดูรายละเอียด โดยนำร่างที่ทางคณะอนุกรรมการฯเสนอไปเปรียบเทียบกับกรอบมาตรฐานวิชาชีพครูของอาเซียนเพื่อเปรียบเทียบให้มาตรฐานวิชาชีพครูมีความสมบูรณ์ อย่างไรก็ตามกรอบมาตรฐานวิชาชีพครู ฉบับใหม่ที่คุรุสภาเสนอ เบื้องต้น มีการปรับให้ทันสมัย ลดมาตรฐานลงจากเดิม 11 ด้าน เหลือ 4 ด้าน คือ 1.ครูต้องมีความรู้ที่ทันสมัย 2.ครูต้องมีวิธีการสอนที่เก่ง 3.ต้องมีความเป็นครู และ4.ครูต้องรู้จักชุมชน ทั้งนี้หากกอปศ.เห็นชอบมาตรฐานวิชาชีพครูฉบับใหม่ คุรุสภาจะเสนอร่างมาตรฐานดังกล่าวให้ นพ.ธีระเกียรติ เจริญเศรษฐศิลป์ รัฐมนตรีว่าการกระทรวงศึกษาธิการ (ศธ.) พิจารณา ก่อนประกาศใช้อย่างเป็นทางการต่อไป
นายไพฑูรย์ กล่าวต่อว่า เมื่อประกาศใช้กรอบมาตรฐานวิชาชีพครูฉบับใหม่เรียบร้อยแล้ว ขั้นต่อไปจะต้องไปดูเรื่องหลักสูตรการผลิตครู ซึ่งการกำหนดจำนวนปีที่ผลิตจะไม่ใช่เรื่องสำคัญ มหาวิทยาลัยจะผลิตครู 4 ปี 5 ปี หรือ 6 ปีก็ได้ ขึ้นอยู่กับศักยภาพของแต่ละแห่ง เช่น จุฬาลงกรณ์มหาวิทยาลัย เน้นผลิตครู ที่เชี่ยวชาญด้านงานวิจัยใหม่ๆ หลักสูตรอาจจะต้องเข้มข้น เรียน 5 ปี หรือ 6 ปี ส่วนมหาวิทยาลัยราชภัฎ (มรภ.) อาจจะเน้นผลิตครูที่เข้าใจท้องถิ่น เป็นต้น เมื่อมหาวิทยาลัยกำหนดทิศทางของตนเองได้แล้ว ก็ผลิตตามกรอบมาตรฐานวิชาชีพครู หากมหาวิทยาลัยใดผลิตไม่ได้มาตรฐาน บัณฑิตที่จบออกมาก็จะไม่มีคุณภาพ
“คุรุสภานัดหารือกับกอปศ. เพื่อหาข้อสรุปมาตรฐานวิชาชีพครูฉบับใหม่อีกครั้งในเดือนพฤษภาคม ซึ่งส่วนตัวผมอยากเร่งให้สรุปโดยเร็ว เพื่อเสนอให้รัฐมนตรีว่าการศธ.พิจารณาประกาศใช้ จากนั้นจึงจะมาพิจารณาเรื่องหลักสูตร ซึ่งต้องใช้เวลาอีกระยะหนึ่ง คาดว่า จะเริ่มใช้รับนักศึกษาได้ในปีการศึกษา 2562 “นายไพฑูรย์ กล่าว
นางประพันธ์ศิริ สุเสารัจ คณบดีคณะศึกษา ศาสตร์ มหาวิทยาลัยศรีนครินทรวิโรฒ (มศว) ในฐานะประธาน สภาคณบดีคณะครุศาสตร์/ศึกษาศาสตร์แห่งประเทศไทย (ส.ค. ศ.ท.) กล่าวว่า ขณะนี้กรอบมาตรฐานวิชาชีพครูฉบับใหม่กำลังจะตกผลึก คาดว่าอีกไม่นานทั้งกอปศ. และคณะอนุกรรมการฯ ของคุรุสภา จะเห็นชอบร่างดังกล่าวร่วมกัน เพื่อประกาศใช้อย่างเป็นทางการ ซึ่งเมื่อได้กรอบมาตรฐานวิชาชีพครู แล้วการผลิตครู 4 ปี หรือ 5 ปี จะขึ้นอยู่กับศักยภาพของมหาวิทยาลัย แต่จะต้องมีความเข้มข้นและได้มาตรฐานตามที่กำหนด เพราะบางมหาวิทยาลัยอาจเห็นว่า ถ้าผลิตครูตามมาตรฐานใหม่นี้ควรต้องเป็นหลักสูตร 5 ปี ขณะที่อีกมหาวิทยาลัยหนึ่งมองว่า สามารถผลิตหลักสูตร 4 ปีได้ ตรงนี้เป็นความเห็นที่ไม่ตรงกัน ดังนั้น ทางคณะอนุกรรมการฯที่จัดทำร่างมาตรฐานวิชาชีพครูฉบับใหม่จึงเห็นว่า การจะผลิตกี่ให้เป็นไปตามศักยภาพของมหาวิทยาลัยแต่ละแห่งจะไม่บังคับ
“เชื่อว่าทิศทางการผลิตครูในอนาคตจะเน้นผลิตครูหลักสูตร 4 ปีมากขึ้น เพราะตอนนี้มีหลายมหาวิทยาลัยสามารถผลิตครูหลักสูตร 4 ปีได้ เช่น ของมศว เองได้รับเด็กเข้าเรียนครู 4 ปี ในโครงการเพชรในตมมาระยะหนึ่งแล้ว พบว่าบัณฑิตที่จบออกไป มีคุณภาพและได้มาตรฐาน ดังนั้น มศว จะผลิตครูตามแนวทางนี้ต่อไป รวมถึงอยู่ระหว่างทำวิจัย การผลิตครูในระบบ4 ปี หรือ 5 ปี ถ้าผลวิจัยออกมา เชื่อว่า จะมีคำตอบที่ขัดเจนขึ้น”นางประพันธ์ศิริ กล่าว
